The brick wall looks like it could hide a pool, and it's possible they considered putting one right there. But it cost too much, probably. When you get down to it, a pool is something people like to know is there, and walk past, and see, and consider - but only a few use it. So why not give them something else that other motels don't, like an attached bar? That'll work.
