It looks as if a particularly filthy flood had inundated downtown a few years before. That was the soot; downtown buldings were coated with the stuff, and I seem to recall that the side of the new skyscraper-portion was smeared and smudged as well.

It's really an ugly thing, and the classical portion deserved better.
