That's the Citadelle Laferriere, the largest fortress in the Americas. It was built by Haitians after the slave rebellion, intended to repel French attempts to retake the island. The construction was begun by Henri Cristophe, a slave who was "a key leader" in the Revolution.
Afterwards he declared himself King Henry the 1st, created an entire class of nobility out of thin air, and brought back slavery.
