I thought he looked familiar. A little googling reveals (no link, since it spawned pop-up pages that spawned a dialog box) that Freddy was modelled on Panchito from The Three Cabelleros. The campaign was invented by Leo Burnett.

The line at the top - "Right now, you are probably asking yourself" - was a Freddy Trademark, it seems:
