The Paramount Building.
Middle-late boom building: 1926-27. It's an ordinary building unti you get to the top, when it goes Jazz-Age crazy: that slab, the huge clock, and then a what-the-hell-why-not glass dome on top.
The Paramount Theater on the ground floor was closed in the 60s and used as office space by the New York Times.
At present it's the 360th tallest building in New York.
There are 359 buiildings taller than this one.
